docs(readme): drop dead GIF fallback, serve WebP directly#283

github.com always serves the WebP via the picture source; the GIF fallback never rendered there (the only surface for this README), so it was ~1.8MB of dead clone weight. Use a plain img src=hero.webp (GitHub animates WebP via img) and delete hero.gif. Storage stays direct-commit-in-tree, which is correct for a Copybara-mirrored public OSS repo (LFS bandwidth is billed per-clone to the owner and breaks on popular public repos; external/CDN can't be mechanically mirrored).
